Evaluation method for the system-of-systems contribution ratio of strategic planning project based on "project-capability" association

Abstract:

According to the strategic planning evaluation requirements for the system-of-systems(SoS) construction and application of military forces, it is urgent to conduct quantitative evaluation of strategic planning projects from the perspective of combat SoS capability requirements. This article introduces the evaluation of SoS contribution rate into the field of strategic planning evaluation, focusing on the contribution of strategic planning projects to the capabilities and strategic objectives of the combat SoS. It constructs a "project-capability" correlation model with clear project SoS positioning and a capability generation cycle model that characterizes the mechanism characteristics of the combat SoS construction process. A method for evaluating the contribution rate of strategic planning project SoS is proposed. The feasibility and effectiveness of the proposed method are preliminarily demonstrated by conducting a case study on the contribution rate evaluation of the "mosaic" combat SoS support project. The proposed integrated project evaluation model can provide quantitative decision support for strategic planning evaluation based on capability generation mechanism.
