Abstract:

To address the complex components of the current operational system, the decoupling of operational mission planning and operational effectiveness evaluation, the difficulty in predicting dynamic changes in various nodes of the operational process, and the inability of traditional evaluation methods to adapt, a system operational effectiveness evaluation method based on the Department of Defense Architecture Framework graphic evaluation review technique (DoDAF-GERT) is proposed. Firstly, the operational activity model based on the OV5 view modeling in DoDAF is transformed into a GERT network model to analyze and quantitatively describe the dynamic evolution characteristics of the kill network. Then, the ADC (availability, dependency, capability) model is used to calculate the operational effectiveness of each equipment node in the network, and the GERT network considering multi-parameter z-labeling is combined to quantitatively calculate and comprehensively evaluate the comprehensive operational effectiveness of the system. Finally, the impact of different networking methods on system effectiveness is evaluated, the contribution rate of different weapons and equipment to system operational effectiveness is analyzed, the weak nodes in the system are identified, providing the direction for system optimization.

Key words: Department of Defense Architecture Framework-graphical evaluation review technique (DoDAF-GERT), operational system-of-systems, effectiveness evaluation, vulnerable nodes identification
