Core ontology modeling and reasoning method for course of action

Abstract:

In order to solve the problems of consistent understanding among operational plan data, information and knowledge and their interoperation, and make the plan generation and validation semantically consistent, an approach to operational plan ontology construction is proposed, which explains the ontological modeling of the common knowledge, the measure of performance, the measure of effectiveness, operational activities, course of action (COA) and activity preference for regulating the formal description of shared concepts in the operational plan field. Based on the core ontologies, three inference rules are established for automatic classification, activitystate combination and selection of COA. Based on the counterinsurgency plan analysis, those inference rules are proved to improve the efficiency of plan generation, therefore, they can lay the foundation for the intelligent decision making of the dynamic generation and validation of operational plans.
