Abstract:

As the new generation of combat command and control system is still in the development stage, there are many uncertainties in the effectiveness evaluation, leading to the problem of fuzzy and randomness of the evaluation index. The introduction of cloud model theory transforms the uncertainty of factors into quantitative digital features, to achieve the qualitative indicators of quantitative processing. Based on the evaluation of the effectiveness of combat command and control system, firstly, this paper constructs the evaluation index system on the basis of extensive consultation with the experts on the characteristics of the system; secondly, in order to avoid the influence of the subjective factors as much as possible, the queuing theory is used to obtain the index weight, and the uncertainty index is transformed into quantitative cloud digital features by the inverse cloud generator; thirdly, the cloud computing rule is used to combine the index weight with the indicator clouds and obtain a comprehensive evaluation cloud. According to the similarity between this comprehensive evaluation cloud and the standard clouds, a comprehensive assessment of the results is obtained. Finally, compared with the classical fuzzy comprehensive evaluation method and the cloud center of gravity evaluation method, the feasibility of this algorithm is verified.
