摘要:

针对武器装备体系评估的特点,提出了基于能力需求视角的评估方法。该方法从作战使命出发,通过能力需求的分解及相互之间关系的分析,建立能力需求结构图。按照底层能力需求的类型定义了5种能力需求满足度函数,再根据能力需求间的关系,自底向上聚合得到顶层的能力需求的满足度函数,作为武器装备体系评估的结果。在评估过程中需求满足度为零的能力需求节点是整个体系的能力缺口。最后,通过一个实例说明该评估方法的具体步骤及可行性。

Abstract:

Considering the character of weapon system-of-systems, an evaluation methodology based on capability requirement perspective is proposed. It firstly builds capability requirement structure through capability requirement decomposition and relationship analysis beginning from operation mission, then five sufficing capability degree functions are defined according to the type of capability requirement, and the aggressive rules are defined to get the top level sufficing capability degree as a result of the evaluation. Finally, an example is given to illustrate the steps and availability of the methodology.
