摘要:

在国防预算有限的前提下,武器装备体系贡献率评估应该考虑成本因素的影响。基于作战环理论提出了考虑成本因素的面向多任务的体系贡献率评估方法。首先,构建了武器装备的能力指标体系,给出了考虑成本的武器装备贡献率评估框架;其次,基于作战环建立武器装备体系作战能力评估模型,结合成本因素,引入区间数的概念,提出了面向多任务的体系贡献率评估方法;然后,利用区间数比较的方法,根据装备面向多任务的贡献率,对装备进行优先发展排序;最后,以海上作战装备体系为示例,应用本文提出的评估方法,为武器装备的优先发展规划提供决策支持。

Abstract:

Under the premise of limited defense budget, a system contribution rate evaluation method based on the operational loop theory for multi-task considering the influence of cost factors on contribution rate is proposed. Firstly, the capability index system is established and the equipment contribution rate evaluation framework is put forward. Secondly, the weaponry system of system combat capability evaluation model based on the operational loop is established. It is noteworthy that cost factor has been taken into account. Introducing the concept of interval number, a multi-task oriented contribution rate evaluation method for weapon equipment system of system is proposed. Then, the ranking result of development equipment is obtained according to the contribution rate. Finally, taking the maritime warfare as an example, the evaluation method proposed is applied to providing decision support for equipment development.
