Equipment research and development management method research based on rapid capability generation

Abstract:

Research and development management is a crucial dimension in the construction of aviation equipment, playing a directional and decision-making role in the engineering advancement of equipment development. Future air combat modes are evolving toward systematization and intelligence, requiring the operational capabilities of aviation equipment to be adaptively and rapidly generated. Equipment research and development management necessitates lifecycle integration, penetrative agile management, and systematized multi-domain coordination. This paper starts from the aspects of equipment rapid capability generation and new requirements for research and development management, and draws on the logical method of the “observation-orientation-determination-action” cycle in air combat. Based on engineering practice, it extracts the “design-balance-clear-implement” research and development management method for aviation equipment. The key is to clarify that planning is the overall design of research and development management, weighing is the key trade-off, cleaning is the key process management, and implementation is the optimization of product realization. By studying and summarizing the specific research and development logic and management methods of each element, guidance can be provided for the rapid generation of aviation equipment products with specific combat capabilities.
