Abstract:

Forces plan optimization with costeffectiveness is a key technology in operational plan formulation. The forces loss model which regards aircraft penetration combat as the background about penetration aircraft fleet loops through the interception zone of aircraft and air defense weapons is constructed based on the stockflow model of system dynamics. And the penetration process is abstracted to the type 3 of the twostage data envelopment analysis model whose characteristics of additive and multiplicative methods are different from type 1 on biasfree. Then, the new neutral evaluation method is proposed from the outputoriented and input oriented of the two stages. In the simulation experiment, three evaluation methods are used to evaluate the two stage and the overall efficiency of the optional force plan, and the optimal force plan is selected according to the task requirements.
