Survey on military aircraft fly-away cost estimation methods

Abstract:

Military aircraft fly-away cost estimating is of important significance to controlling life cycle cost and reducing development risk, and is able to provide acquisition decision support for the equipment department. Firstly, the definition and the estimating issues of military aircraft fly-away cost are explored and presented. Then, nine classic estimation methods are analyzed, including parametric method, analogous method, engineering estimating method, neural network based method, partial least-square regression based method, gray system theory based method, activity based costing based method, feature based method and knowledge based engineering based method, and the appropriate stage to use them is also analyzed. Furthermore, advantages and disadvantages of these methods are compared. Finally, three key issues in military aircraft fly-away cost estimating are discussed to offer assistance for further research.
