Measurement and comprehensive evaluation of C2 organizational#br# information structure efficiency

Abstract:

The efficiency evaluation problem in the military command and control (C2) organization is a research hotspot in the information warfare field. Firstly, the basic concept of the C2 organizational information structure is described formally by analyzing the relationship between C2 organization entities. Three indicators called C2 efficiency, synchronization efficiency and the load rate are designed as the efficiency measurement in the levels of the combat mission and the combat task. Then, the impact of different choices of indicators on measuring the efficiency of the C2 organizational information structure is discussed from the view of high efficiency and robustness. Finally, a comprehensive evaluation method based on the weighted product model for measuring the efficiency of the C2 organizational information structure is proposed. And the effectiveness and stability of the method are demonstrated through a case.
