Evaluation index framework of maintenance system and its selection method

Abstract:

To ensure the weapon systems achieve desired performance, maintenance managers need a good track of the performance in the maintenance process and the maintenance results by rigorously defining and carefully selecting their performance metrics. An inputs, processes, outputs and environments model based framework is proposed to provide rigorously defined understanding for each indicator by highlighting an aspect of the maintenance activities. Based on the framework, a hierarchical balanced scorecard (BSC) method which provides a link between the maintenance objectives, maintenance process or efforts and maintenance results, is also proposed to guide the right indicators selection. Combined with the analytic network process method, the performance of the maintenance system can be evaluated and diagnosed quantitatively. A successful application of the method in a depotlevel maintenance station for a newtype weapon verifies its validity and operability.
